Across the globe, the frequency of natural disaster occurrences is increasing thus equally incrementing the number of people affected. Natural disasters in their destructive forces often result in lower economic growth and inept financial and external balances. While it is impossible to prevent the occurrence of natural disasters, there are several ways to reduce and control their impact on economic and human costs[1]. Disasters are known to follow cyclical patterns termed as disaster cycles. In mitigation, disaster preparedness is one of the imperative phases that guide communities in ways to protect themselves best. The phase entails the identification of threats and vulnerabilities through use of forecasts, risk evaluations, modeling, training and warning systems for several natural disaster scenarios[3]. The phase also entails enhancement of community intelligence and development of indemnity infrastructures.

In recent decades, national and regional organizations within the Arabian Peninsula have become increasingly aware and active in disaster risk management[4]. The act reflects on a growing trend in regional cooperation. The United Arab Emirates is at the heart of the Arabian Peninsula given its immense social, political and economic contributions. The energy and tourism sectors of the republic dominate the region. Therefore, it is essential that the country safeguards its oil, natural gas and infrastructure from internal and external risks including natural disasters. As a desert region, UAE is familiar with strong sand storms. In addition, the country is also familiar with the probability of flooding due to the adjacent Indian Ocean. Threats to the economic and geopolitical health of the nation need to be considered and prepared for in disaster management[5]. Natural threats include tectonic activity and climate change.

Objectives

  • Identify natural disaster risks in the UAE with respect to fires, tornadoes and flooding
  • To perform a secondary study to expound on the nation’s current capacities for natural disaster mitigation as a function of determining the feasibility of a new plan compared to review of the current framework.
  • Identify the various national and international bodies key in the development, maintenance and improvement of national disaster management plans
  • Perform a literature review that expounds on factors that constrain transparency and coordination between institutions, communities and authorities when it comes to disaster mitigation
  • Look further ahead by exploring ideas on how to best reinforce and improve established disaster management frameworks. This will include arguments on financing and insurance coverage for natural disasters.
  • Lastly, the research aims to look at how reconstruction can be used as an opportunity to increase socioeconomic growth and structural reforms

Research Questions

Given that the proposed research looks at disaster management at a national scale, the first research question will be an inquiry on UAE’s government current role in emergency financing, technical assistance and policy support in the established disaster mitigation plan.

The second question will inquire on what are the best ways to strengthen national policy frameworks in order to enhance resilience to floods, fires and tornadoes in UAE. This includes the identification of disaster risks and probability of occurrence and subsequent integration of the data into the national macro framework for management.

Thesis

While humanitarian activities remain essential to emergency preparedness, it is becoming increasingly comprehensible that community based emergency programs are vital for risk reduction and sustainable development in response to natural disasters.
